Residual leakage current from the snubber network (RC circuit) can allow a few milliamps to flow, enough to make a sensitive voltmeter read a voltage. This is normal and does not deliver real power.
In phase-angle mode, a minimum firing angle limit may be set to avoid output instability. Adjust the minimum limit parameter.
Check for a damaged SCR (shorted), which would result in continuous conduction.
